Army clarifies and expands policy on carrying backpacks while in uniform

SUBJECT: Exception to Policy: Army Regulation (AR) 670-1 (Wear and Appearance of Army Uniforms and Insignia), 25 May 2017 – Bags, Handbags, Purses, and Backpacks

1. I hereby grant an exception to policy to AR 670-1 , paragraph 3-7. This
exception is applicable to the Regular Army, the Army National Guard/Army National
Guard of the United States, and the U.S. Army Reserve.
2. Effective immediately if Soldiers choose to wear a shoulder bag while in uniform, the
bag must be black, or match one of the colors of the authorized camouflage patterns
when wearing the Army Combat Uniform.
a. Soldiers are authorized to mix Universal Camouflage Pattern bags with Operational
Camouflage Pattern uniforms and Operational Camouflage Pattern bags with Universal
Camouflage Pattern Uniforms.
b. Soldiers may wear either a black or camouflage pattern bag with the Class B
Uniform.
c. Bags will not display any commercial logos.
d. The contents of the bag may not be visible; therefore, see-through plastic or mesh
bags are not authorized.
e. Soldiers may carry authorized bags by hand, on one shoulder using a shoulder
strap, or over both shoulders using both shoulder straps. Soldiers may not wear a
shoulder bag in such a manner that the strap is draped diagonally across the body, with
the bag resting on the hip opposite the shoulder holding the strap.
3. If a bag does not meet the requirements provided in paragraph 2, above, it must
comply with the provisions of AR 670-1, paragraph 3-7(f)(1).
4. This exception to policy is valid for one year or until such time as its provisions are
incorporated into the next revision to AR 670-1, whichever is sooner.
